As above i have seen many threads about this bug which locks your technology chain even tho requirments for it are accomplished. Same thing happened to me, i have conquered max level forges but my industry chain is still locked.

Solved. It seems that only possibility to unclock chains is upgrading buildings by yourself. Conquering highest level is not working.
