In the winter there can be considerable snowfall even in the south (this year and last year) and quite cold, summers can get really hot (this summer was manageable but last summer it was 35+ degrees C constantly), so it all boils down to personal preference. If you love sun, visit in the summer. If you love snow and superb scenery, visit in the winter. :)

So as a tourist where do I want to go?
well the answer to that question depends on what you actually want to see
landmarks, recreation, women?
Landmarks, recreation and ladies you can start off with Bucharest. :)
Then you progress to other cities, Constanta for the Black Sea coast, Brasov for some mountain feeling, Sibiu and Sighisoara for a medieval/traditional setting, Bucovina province for a relaxed countryside and superb monasteries to visit.

and I love it, get the women out of the way first then visit the monasteries for repentance lol
