    I haven't try 1.3 yet, but in 1.2.8 my empire maintenance is at 22% at imperium level 7 with tons of libraries and traits. Does it change that much?

    That might be the case, and you may also have to ally with the AI to show all their movements to trigger the bug(like removintg the fog of war).
