Ah, you're right... I was thinking of descr_names.txt. :doh:
As for names.txt, I'm pretty sure the duplicate lines can be removed, in fact I also did that in the v1.1 release if I recall correctly.
Wild guess: Eden Lake (2008)?
Be advised that the duplicates actually serve a purpose: a name with more entries in names.txt has a higher chance of appearing in the game, which makes sense if you consider there always were more...

I agree with Lifth, it wouldn't make sense to create two quite similar early campaigns and divide our attention between them.
One great early campaign is worth more than two good ones.
