I am not sure if this is a bug or not, but the senate attacks me if i try to cross their border.
It used to be two turns before they attacked, but now they declare war and attack me right away (first turn).
Is that normal?

Yes, completely normal. You can cross their territory, just don't end the turn inside it.

Another interesting thing is that often when you have several complete legions, with 10 or more legions, the Senato not attack you even you crossing their territories ...
Caesar crossed the Rubicon, so the Senate took it as an act of war. So it's entirely reasonable.
Actually its not. Ceasar crossed the Rubicon from north like 40+ BC while I want to supply troops from Capua to Galic border to defend the republic in 210+ BC. So it would be expected for senate to allow crossing Romes borders. I like it better when it was two turn tolerance, but ok.

Taking into consideration the game's mechanics and engine, only by stationing troops on the Senate's turf counts as war. Being a turn-based game, the game recognizes that after the turn has ended, unlike a real time grand-strategy game. (like Knights of Honor; check it out, it's like a jewel in the mud)
