After getting a server busy message I seem to have reached a dead end...

I am sorry that you are experiencing issues attempting to get this game up and running.

Please read the following FAQ:

If the information in that FAQ does not work, I would try selecting a new download region:
(1) Start Steam
(2) Go to File > Settings > Downloads tab
(3) Under Download region, select the region that you are in or that is closest to you

Also something that worked for a friend, try deleting all local content (right click on empire in the steam menu) and start again. He had the retail disk so it was quick for him to reinstall.

I've tried multiple download regions (East Coast US, Taiwan even) but no luck. What gives?

Trried everywhere no difference.. I dont even have an icon in the steam games list and the desktop icon takes you to the shop..how dumb is this system..
