Now that you mention it he does seem rather too young to be Viceroy, made his dad Viceroy instead. The guy died in 1904, but I let Rhodes live past his real expiration date (and this guy is even younger) so no big deal. Last change to Japan's viceroys until someone kills him or whatever, promise

Also, added Battlecruiser as a new ship type. Working on the Imperial Navy now.

The Imperial Flying Corps is still pretty puny atm, historically the Royal Flying Corps was just created in 1911. It will require some beefing up if it's to last longer than one battle in any war against other Great Powers.

The IFC is finished BTW, so the military is finally done.

And @Fred I'd say pretty moderate, for example you advocate a hardline foreign policy against Columbia while wanting Unionism and favoring women's suffrage.
