Is High Elves recruitment issue fixed?

I've heard before High Elves have a recruitment issue.

Including not able to recruit archers. Are those issues fixed? I'd like to know

I believe it was mentioned earlier that it's being fixed in the next version, actually it is possible to recruit the regular archers once you get to the mainland in the cities of Marienburg and Erengrad there are Elven District buildings that produce archers/spear men without a problem, even in Ulthuan the regular archers can be retrained back to full strength.
