    It's unlikely a total war mod can have these kind of things (except wh2 ofc)
    Battle Manager is mostly hardcoded, the only things you can do is differently adapt what already is in game (and not create from scratch)
    So... it's unlikely (I would say impossible) it will have a "true spellcaster" system like you would like to have

    Middle earth is low magic not high magic. Wizards are rare there are only five wizards and they are not really human they are really maiar. They are forbidden to use their power to dominate people. In all the books Gandalf uses magic 5 times and twice it nearly kills him. In low magic the power is imbued into objects and the racial characteristics of the people. There are no wand armed spell casters. All magic users are hero's in the game sense. Sauron and others are fiery Maiar mages too but with similar limitations. Technically the eagles, the Balrogs and mermaids are all the same creature in different form. Yes middle earth has mer people, werewolves, fairies, etc but they did not get into any of the main books.
    So armies of wand wielding wizards are not cannon. A wizard hero perhaps with an escort of men or hobbits is cannon. A Maiar witch king with an escort of orks is also an option but not whole units. Such a wizard hero's and villain would fight with sword and staff most of the time and if he used magic its with a very long cool down and disables him for a while. that would be cannon. Essentially in Attila sense they would be a one shot glass cannon siege weapon.
    Note I am not a dev so I can't claim authority. I just know lore and game design.
