Only 50 turns in and Carthage has 6 plus full stacks?

Is this normal/right?

Im 50 ish turns into a Rome Campaign, Carthage has 3 full stacks in southern Italy (where they have taken one settlement), two in Sicilly, and one in Carthage. Theyve also got 2 full stack fleets between Africa and Sicilly. I'm assuming they also have more in parts of the map I cant see such as Africa and Spain

Is this normal? This seems like more than they should be able to afford, or more than impirium levels should allow? Especially as theyve not made any gains in Spain yet

Ive got no mods that edit imperium levels, startpos, income etc etc

Carthage is one of the largest starting factions.

The old complaint was they were a doormat so I am actually happy to hear some of our recent changes have had some effect.
