    is it possible to cause a revolt in an enemy province by raiding or does the ai get bonuses to public order?

    AI gets infinite food, bonus to Public Order and revolt will not kill their garrison

    They get small bonuses but they get larger ones at higher imperiums in the mod. Difficulty level determines some of those bonuses also.
