    Default Reduce unrest?

    I'm playing as Baktria and after a few runs I've managed to not get some campaign going on. I've conquered some towns as asked to me from a mission (like Asaak from the Parthians). The next mission asked me to get Lithinos Pyrgos which is full of unrest and I was wondering if this is normal or how to get this down? I remember back in the day you could recruit a governor/client king that would reduce unrest a lot which doesn't seem the case anymore. I've used some cheats to build up some basic buildings public order buildings with military occupation/regional allied tributary but I never get above 30%
    Is there any other way to subdue this region or is this region not supposed to be conquered?

    I kind of figured it out. You have to make sure that region becomes barbaric. Several ways to achieve this is to bribe some barbarian diplomats or try and convert the province back to barbarian and conquer some eastern regions and make sure they're also barbaric or at least not eastern. This won't give a huge -100% public order bonus. Then I'd destroy some cultural buildings at least the ones that don't give public order. Still this is a lot of work to get one city under control.
    I'm still confused to why this was the second mission and in the early game. Seems to expensive to actually try and do all of this.
