I tried to play Atilla the other day, but the game appears to have poor optimization when compared to other "newer" Total War titles. Will there ever be a regular Rome II version of this, for us smallfolk who can't run Attila the way Rome II runs?

There is a custom battles version for Rome 2, but I believe the entire effort for this mod is going to be developed solely for Attila Total War from now on. Sorry.

Atila is horrible runs crap, full of bugs and looks worse then medieval 2

The answer is no, sorry to say. There's much more benefits for this mod to be on Attila than Rome 2 and they've been stated several times now and it's more than just crossbows and other animation differences like that. Constantinople, bigger religion stuff, sanitation and the overall feel of Attila is just better. With that I'm closing this thread.
