is playing the eblani here balanced?

I tried playing as eblani but the roman units are just too strong. I'd be able to take them if it weren't for the speed that they can make units. is it balance to play the eblani or the British or is my strategy just wrong?

We haven't overhauled the celtics or nordic factions yet. Their stats have been decreased because all of our unit stats are less than vanilla. But, they are not fully balanced because its still just reduced vanilla units.
