    Can they? Or can they only inherit spice ports form Eastern factions? It would be good to know.

    Yes, they can. I can confirm this at least for the Western Roman Empire. My guess is, Eastern Romans are able to contruct them too, but that is just a guess.

    Yes they can. Of course only in regions where spice resource is present.
