(BUG?) Subjugated factions can't be annexed

I was playing as the Byzantine Empire(Nicaea) and I subjugated Epirus, but instead of becoming a puppet it became a tributary, the countdown didn't start, and now 20 turns later, I can't annex them.
So, is it a bug or a 'feature'? If it is a bug, can you fix it? If it is a 'feature' could you help me make a submod that 'fixes' it?

Edit: I've checked it some more and vassalized Achaea and the countdown started without any problems, although they became tributary too. So the problem may be Epirus?

I too experienced this bug funnily in an Empire of Nicaea campaign as well. It seems to me that some vassals can't be annexed. In my experience this included the Kingdom of Jerusalem, Navarre.

The weard thing is, Epirus refused to join my war, so I attacked them again and revassalized them, and this time I could annex them.

Hello, not sure where to post this as I cannot see a (bug thread) Playing as Flanders... And I cannot see my King or faction leader in the family tab, so I cannot do anything within the family tree, as you can see he is to the right of the image...Mt faction leader is posted in North Africa Alexandria.
