It is indeed Watchdogs. I didn't play it too long because it felt too complicated for enjoyment and driving/freelook mechanics were downright horrible. I have also heard the complaint that in despite of the misleading title, the game features no dogs.

Never played watch dogs myself, but i watched a friend play it a couple of times, and he indeed did not watch any dogs.
