2 Doubts about Custom Battle

Hi!

I'm trying to change two things of the Empire Total War about the Custom Battle mode but I can't find it by myself.

First, I want to edit the money of the countries because there are only 2 options of money, Medium and Large. But with Large option I can't select 20 units. Does anybody know how can I fix it?

And the other questions is that I want to edit the maps because I want to play 4 vs 4 factions in every map. How could I edit this thing??
