    Default Empire Diplomacy and Edict mod

    Hi,

    I've changed the visibility of my mod for all who missing the diplomacy for empire.

    Also I've added some other stuff (see below).

    Diplomatic mod for Empire FLC.


    - Empire have all diplomatic options.
    - Edicts are revised with positive and negative skills.
    - "Client state offer" should be easier to get.
    - Confiderations are off.


    Some other changes for new Empire FLC.


    Please note this is for my private use only and made for my own Gameplay.
