Some villages not available to upgrade at 1000. Why?

So, simple question:

I started a new game with Denmark and went on to immediately lower the tax rate on the villages that had above 800 inhabitants, just to speed up upgrade availability.

A few of them hit 1000 which was the requirment at the same time, but only Halmstad got the wooden pallisade upgrade available.

Why? Is this a bug or am i missing another requirment?

When the mod was designed, some villages will never be more than a village, likewise with some castles

Well that's boring. The development part of the game is my favorite, had a specific town I wanted to make my new capital and all. Too bad.

Is that something a fellow could edit back by himself?

Yes, but it would require a visit to the Mod Workshop, where the modders hang out, pose the question there
