Put your unit scale on normal -> Less cpu and gpu intensive
Put shadows on low -> Less CPU and GPU intensive
Raise your particle effect on normal -> nicer image overal
Water and sky can all be on high instead of ultra. Wont change that much on the overal look but the fps gain will be good.
A gtx1060 is a mediocre gpu, not as good as a gtx1070.
Its not gonna run this game on ultra with 60fps stable.
And what is your CPU?
Looks like your graphics drivers are not installed.
When you can't make them see the light, make them feel the heat.
AFAIK most total war maps have underground water sources. I don't remember the reason behind it, but I remember a modder finding and as a result the issue was acknowledged by CA.
So you actually don't want any water setting above normal, cause it will surely hinder you performance.
More than you thing. The difference between a clocked 7700K with a non K model in Rome 2 for example is huge. From my tests throughout the years, you could easily squeeze 20-25fps average.

What nvidia drivers do you use please?
1080p x 2560, everything maxed except: Shadows to medium, AA X 2, RF X 4, SSAO = off. Start from there. On my 1080ti with i7 8700k 64g ddr4 my benchmark result was 84fps with lows in the 50s I think it was 57fps. But like all TW games the benchmarks mean nothing compared to the actual game. I am probably going to have fps around 20s / 30s during large battles...
