I am not sure but what you could do instead is make generals and agents line of sight 99999+ this way there would be "no fog of war" which is what campaign fog is usually referred to as.

I forgot to mention, this will lag your game ridiculously. Turns took me 5 minutes at minimum, it's usually up to 2 minutes for me. It also doesn't affect you map you can just see everywhere.
