Ireland won't be, but there will be an English vassal that is Irish. Since someone is working on it, then it is likely possible to make them playable as they should be distinct enough.

Plan is еach playable faction to have a legendary building that brings a certain bonuses, and not be able to build all because it will be too OP. This will make gameplay a little more varied.
