Empire Maintenance 1.3

Hello!

Must start by saying the latest update is wonderfull.
I recently started a new campaign, and with the latest update I have noticed that I struggle alot with empire maintenance.
When I open the province details I see that my em is at somewhere between 95 - 98% each turn.
I am at imperium level VI and also reformed into a Empire, I do know these increase EM. My real struggle is that no matter how many libraries I build or when a general level up and i take skills that lower EM, I cant get it lower.
Some of my cities are making 0 money while my EM is this high. So if anyone can give me some advice or help on how to fix my economy I would be greatfull

I heard 1.3 is somewhat not save compatible, so you may need to revert back to 1.2.8 to finish your campaign.

It is a new fresh campaign with 1.3

I haven't try 1.3 yet, but in 1.2.8 my empire maintenance is at 22% at imperium level 7 with tons of libraries and traits. Does it change that much?
